Lancashire County Council
Leading a county-wide foster carer recruitment campaign for Lancashire County Council
❋ Creative direction
Creative direction was built around the relationship at the heart of foster care. Locations were carefully chosen to feel natural and lived in, creating the right setting for shared activities, everyday routines and quiet moments together. The work focused on moments of trust, connection and ease, using visual storytelling to reflect how supportive environments help relationships grow and people feel safe, confident and valued.
❋ Marketing
Marketing activity focused on building understanding and driving action around fostering. We created content for social media, in-person engagement and a dedicated section on the Lancashire County Council website, shaping messaging, visuals and clear calls to action that guided people toward further information and enquiry. This ensured the campaign supported meaningful engagement and aligned closely with the council’s foster carer recruitment objectives.
❋ Advertising
Advertising was delivered at scale across Lancashire, with creative displayed on buses and in prominent public locations. Assets were designed specifically for large-format use, prioritising clarity, legibility and visual impact to ensure the message could be understood quickly, placing the foster care message into everyday environments across the county.
❋ Reach & performance
The campaign delivered sustained reach across Lancashire, increasing awareness of foster care and strengthening public understanding of the role foster carers play. Beyond visibility, the work supported higher engagement and enquiries, helping shift perception and consideration. Foster care was positioned as a positive and purposeful choice, reinforcing Lancashire County Council’s commitment to supporting children, families and long-term outcomes.
